Digital government and citizen services in local governments: A bibliometric analysis of the scientific literature

Abstract
Digital government has established itself as a strategic axis for modernizing public administration, fostering more efficient, transparent services focused on citizens' needs. In this context, the current study aimed to examine how scientific production on digital government and citizen services in local administrations has changed through a bibliometric analysis of literature indexed in Scopus between 2020 and 2026. The study employed a quantitative method with a non-experimental design and a descriptive approach. The PRISMA methodology was used to identify, select, and clean documents, resulting in a final sample of 214 scientific publications. The Bibliometrix and VOSviewer software were used to conduct the analysis. The findings showed that scientific production has steadily increased, with the United Kingdom, China, and the United States being the leading countries in terms of knowledge generation. Furthermore, a thematic progression was observed, moving from perspectives focused on administrative digitization and e-government to viewpoints that emphasize public value creation, innovation, artificial intelligence, interoperability, and citizen engagement. It is concluded that digital government is essential for increasing institutional transparency, administrative efficiency, and citizen service
