Eficacia de un análisis longitudinal en asentamientos humanos del Distrito Veintiséis de Octubre

Resumen
Los mecanismos de vigilancia comunitaria son claves en la mitigación de riesgos sociales como son la acciones delictiva y situaciones de emergencia, por lo tanto, este estudio analiza la eficacia de los mecanismos de vigilancia comunitaria en la mitigación de riesgos sociales en los asentamientos humanos del Distrito Veintiséis de Octubre, mediante un enfoque longitudinal para determinar cómo el control social informal y la eficacia colectiva influyen en la reducción de incidentes delictivos y en la mejora de la percepción de seguridad. La metodología empleó un diseño no experimental y correlacional, utilizando encuestas de victimización y auditorías territoriales procesadas con modelos de regresión logística. Los resultados revelaron una reducción del 28% en delitos patrimoniales y del 35% en los tiempos de respuesta ante emergencias gracias al uso de tecnologías de información y redes de alerta temprana. Se identificó que la confianza vecinal es el principal predictor del éxito operativo, logrando una disuasión delictiva superior en territorios con alto capital social. El estudio concluye que la vigilancia comunitaria es un motor de resiliencia territorial que requiere de una articulación multinivel robusta con la Policía Nacional y el municipio, no obstante, se recomienda fortalecer el marco estratégico mediante capacitaciones en derechos humanos para garantizar una intervención ética y sostenible que transforme los asentamientos en espacios de ciudadanía activa y paz social.
