Administrative management in government procurement: A review of the scientific literatura

Abstract
Public procurement processes are those through which entities gain access to all the goods and services they require for the proper management of public resources and the fulfillment of their objectives. Therefore, this study aimed to establish the influence of administrative management on public procurement, based on an analysis of the scientific literature consulted over the last ten years (2015-2025). A systematic review was conducted using scientific articles consulted in the Scopus, Springer, ScienceDirect, Redalyc, and Dialnet databases. The selected articles were evaluated using the PRISMA inclusion and exclusion criteria, resulting in 15 empirical studies that were analyzed. The results indicate a positive relationship between administrative management and the efficiency, transparency, and performance of public procurement processes. Regarding the main strengths identified, the study included the use of digital tools, continuous staff training, strengthening of internal control mechanisms, improved budget planning, and greater inter-institutional coordination. On the other hand, the main weaknesses identified were corruption, excessive red tape, limited staff training, outdated regulations, and insufficient technological integration. Regarding the geographical distribution of the analyzed studies, 33.33% were conducted in Kenya, 26.67% in Peru, and 20% in Ecuador; the remaining 20% were carried out in Malaysia, Serbia, and Uganda. It is concluded that proper administrative management strengthens state transparency, facilitates the better use of public resources, and positively influences the results obtained in government procurement. Furthermore, this review is considered to offer relevant information for future research and contributes to strengthening knowledge about administrative management applied to government procurement in the specific field of public administration
