Implementation of protection measures in cases of violence against women: A systematic review

Abstract

The article aimed to analyze the application of protective measures against violence against women through a systematic review of scientific research published between 2021 and 2025. The study was conducted using a quantitative approach, employing a systematic review as the methodological design, in accordance with the PRISMA guidelines. The search was carried out in high-impact academic databases, initially identifying 800 records, of which, after applying inclusion and exclusion criteria, 117 studies were selected for final analysis. The results show that, although there are solid regulatory frameworks aimed at protecting women in the different contexts analyzed, serious weaknesses persist in the effective implementation of protection measures. Among the main limiting factors identified are insufficient institutional capacity, lack of continuous monitoring, weak inter-institutional coordination, and poor adaptation of policies to specific cultural and territorial contexts. It is concluded that the effectiveness of protection measures does not depend exclusively on their legal recognition, but on the State's actual capacity to implement them in a coordinated, sustained, and comprehensive manner. Consequently, the need to strengthen oversight systems, intersectoral coordination, and the incorporation of psychosocial care as essential components of public policies for protection against gender-based violence is highlighted
